Hall - Replacement Building
It is proposed that the site be developed to accomodate and serve a
multiplicity of users to include the following:

Creche/playgroup facility

Social Services/Statutory agencies point of contact

Ageing population
-
Disabled people
-
The Homeless
-
Counselling facilities
-
Office facilities/printing, fax, e-mail, internet

Exhibition centre

Women's issues
The proposal is aimed at servicing the whole city.
Plan Arrangement
Level 1 - Direct access from Bonds Hill
-
Multi-purpose Meeting Hall 208 m² or 2230 ft² - This area will
have a variety of uses. Week night activities could include badminton,
bowls, training sessions, seminars, exhibitions, entertainment, creche,
and would be available for hire to the general public.

Staff Room.

Male/Female/Disabled Toilets.

Lift and main stair to other floors.

Cleaner's store.

Large kitchen with servery to service main hall.
Level 2

Lobby with viewing windows looking over multi-purpose meeting hall below.

Two Meeting Rooms; one with viewing windows overlooking multi-purpose hall below.

Boiler Room/Oil Storage with access onto adjoining steps.

Switch Room.

Lift and main stair to other floors.
Level 3

Main access to the building at this level i.e. street level from Clooney
Terrace. Funerals, weddings will enter at this level.

Cafe/Coffee Shop facing Clooney Terrace which will be open to the general
public which hopefully at lunchtime will target office workers and in the evening
may serve as a milk bar for teenagers.

Reception area for the City Mission and the whole building where the work
of the mission can be explained together with the building facilities.

Main Worship Centre (324 seats). This will be the Worship Centre of the
Mission Congregation and continue to be known as Clooney Hall Methodist
Church. A section of the floor will be laid to a slight fall.

Vestry.

Lift and main staircase connection to other floors in the building.
Level 4 - Located directly above the main entrance from Clooney Terrace.

Administration Office for use by the Missions Administrative Staff or other
which can be sub-divided as required.

Area off lobby overlooking main worship area.
This area can be used as 1 unit or sub-divided into smaller
meeting rooms as required.

Large Meeting Room.

Mission Superintendent's Office.

Office for use by All Saints, Clooney (Church of Ireland).

Print Room for photocopying facilities, etc.

Level 5

Office Suite for rental, comprising 6 offices.

Circulation and Access
Rooms accessible from central lobby to cater for maximum utilisation.
Staircases
Located to satisfy means of escape requirements - one at each entrance
- Clooney Terrace/Bonds Hill - to provide access to and escape from all
floors. One staircase may be dedicated to office suite access (except in
escape circumstances).
Lift
An 8 person lift provided adjacent to rear staircase to access all
floors. This is the minimum requirement for disabled access and will also
allow deliveries of exhibitions and any other equipment to be used in the
building direct from Bonds Hill without disruption of the main entrance
on Clooney Terrace.
Escape Routes
Two principal stairs provide escape from all floors to outside. An
additional single flight stair provides escape direct to Bonds Hill from
Levels 1, 2, & 3.
Visual Image and Massing
The Cross, Methodist Name and Symbols will appear in prominent positions
on the external facades.
Bonds Hill Facade
The existing building lines and massing willl be respected. This 5
storey facing onto Bonds Hill will be a narrower, scaled down version of
the Clooney Terrace entrance.
The 4 storey volume of the Meeting Hall and Worship Centre occupies
much of the Bonds Hill facade with tall narrow windows set in a rendered
wall, with three quarter storey plinths.
Northern Facade Facing Existing Church
On this elevation, a 3 storey block acts as a solid 'book end' to the
terrace against the Church. In contrast to the main entrance this block
will have a more solid appearance with small openings and clerestorey windows.
Clooney Terrace Facade
Scale to match adjoining buildings with existing building line and
heights respected. The entrance should be bright, open and inviting to
reflect a modern building keeping in mind the multiplicity of usages within.
